Iraq Project and Contracting Office

The Iraq Project and Contracting Office (PCO), formerly called the Program Management Office, manages the $18.4 billion gift from the American people to the Iraqi people to support the reconstruction of Iraq's infrastructure. The office is responsible for all activities associated with program, project, asset, and financial management, and manages both construction and non-construction activities across six sectors:

  • Electrical
  • Public Works and Water
  • Communications and Transportation
  • Buildings, Education and Health Care
  • Security and Justice
  • Oil

Construction projects include the building and renovation of power and water systems, schools and hospitals, oil infrastructure, Iraq's fire, police and military services, and the modernization of communications systems, roads and airports. Non-construction activities include equipment supplies and training in all sectors.

Work is currently underway on hundreds of projects across Iraq, employing thousands of Iraqis and improving the quality of life for people in every region of the country.

Iraqis oversee work underway at Baghdad's first modern landfill. The site will provide waste storage and treatment for 2 million Baghdad residents. Efforts at the site currently employ over 2,000 Iraqis. (PCO Public Affairs)

PCO is:

  • The people of the United States helping Iraqis to rebuild their country and progress toward a strong and successful future for Iraq.

  • Employment for tens of thousands of Iraqis, resulting in economic security, occupational training, and professional mastery of new skills.

  • Higher quality of life for all Iraqis through improved infrastructure (safer water, more schools, etc.).

  • Capacity building for industries, to leave Iraq with not only improved infrastructure, but also the capacity to sustain and further improve essential services.

Funding Breakdown

The $18.4 billion fund is divided into the following parts:

  • $5.0 billion awarded in March for program management and construction.

  • $5.8 billion being awarded over time as "non-construction" contracts.

  • $1.8 billion awarded by U.S. Agency for International Development for various capacity building and infrastructure projects.

  • $0.8 billion awarded by U.S. Army Corps of Engineers for oil infrastructure contracts.

  • $1.0 billion for various construction, security and other contracts

  • $4.0 billion in reserve for later usage
