The Iraq Leadership Program (ILP)

The U.S. Department of State, Bureau of Educational and Cultural Affairs is proud to announce the second annual educational opportunity for Iraqi undergraduate college students in the United States. The six-week program aims to promote cultural exchange, as well as help young Iraqi leaders enhance their leadership skills, to facilitate in the rebuilding of their country. This year, ADF, the administering organization for the program, seeks to recruit 160 bright Iraqi students between the ages of 18-20. The program will consist of training and workshops to familiarize the students with the academic environment, as well as enhancing their knowledge and skills, to build a democratic society in their home country.

To qualify for the program students must:


  • Are able to obtain a G passport by March 1, 2008 if chosen
  • Between the ages 18-20 prior to attending the program
  • Have excellent record of academic achievement
  • Are citizens of Iraq and currently living in the country
  • Demonstrate flexibility and commitment to promoting cross cultural understanding
  • Are nationals of Iraq currently living in Iraq
  • Are not U.S. citizens or U.S. permanent residents, and were not born in the United States
  • Meet minimum English proficiency requirement
  • Have not previously participated in a U.S.-government sponsored exchange program
