To The People of Iraq:
I have just returned to the United States after spending several days in your country. I came away impressed by the courage and determination of the Iraqi people and the notable progress your country has made in such a short time.
The American people shared the joy we saw on the faces of millions of Iraqis who defied the threats of terrorists to vote in your recent elections. And we shared your pride in the growing skill and professionalism of your Security Forces, who so successfully safeguarded your elections. I was impressed to see that your political leaders are embracing the democratic process with enthusiasm and with optimism.
During my visit, I was heartened to see your cities brimming with energy and activity. Indeed, throughout Iraq, one can feel a sense of hope that was not there before and a palpable pride in the history you are making.
The people of the United States have contributed much to the goal of helping to set Iraq on the path to democracy. We sent our finest young men and women in uniform to liberate your nation. We have sent our most outstanding civilian and military leaders in Ambassador Zal Khalilzad and General George Casey to represent our nation. We came not to occupy, not for oil, but very simply to help to create an environment in which you, the Iraqi people, can govern yourselves in a manner than benefits and respects all elements of your multiethnic society.
The world is watching these events unfold with respect and admiration. The United States and other nations hope for Iraq’s long-term success. We look forward to supporting your wise decisions in fashioning a broadly based government that can earn the support of all elements of the Iraqi people and the support of the world community as well.
