Iraq's Minister of Environment Tours Country's First Modern Landfill

Ms. Mishkat Moumin, Iraq's Minister of Environment visited the Southwest Baghdad landfill site this morning with Project and Contracting Office (PCO) director Admiral (ret.) David Nash. The site, which is being developed by an Iraqi-owned construction firm, will be Iraq's first modern landfill. "This site will play a major part in cleaning up the streets of Baghdad while protecting the environment," said PCO Director Nash at the conclusion of the visit.

The site will have the capacity to handle 2,230 cubic meters of waste per day and will serve the needs of two million of Baghdad's residents. The $22 million project which currently employs over 2,100 Iraqis from the Al Rashid and Al Doura districts of Baghdad will meet international standards for waste management, a first in Iraq. The site will include built-in leachate collection systems, drainage, gas and surface water controls to protect both the groundwater and environment around the site.

FluorAMEC, LLC, the design/build contractor will provide on-site training for landfill operators; institute a landfill and operation maintenance program and develop a landfill closure plan. This knowledge transfer will allow Iraqis to operate the facility effectively long after the reconstruction mission is complete. A second landfill facility to the north of the city is being developed by USAID.

The Project and Contracting Office (known as the Program Management Office prior to handover) executes the $18.4 billion Congressional Appropriated Supplemental to support the reconstruction of the Iraqi infrastructure. The office reports to the State Department and Chief of Mission, which are responsible for project requirements and priorities, and to the U.S. Department of the Army and Department of Defense, which are responsible for project management and contracting.
