Ambassador Negroponte's Remarks for the Flag Raising in Mosul

Mosul, Iraq
July 28, 2004

Distinguished local officials and esteemed guests; colleagues from the regional office in Mosul; ladies and gentlemen:

It is an honor and a pleasure to be here today to raise the American flag over this office in Mosul, a gesture that is far more than merely symbolic.

It demonstrates American interest in northern Iraq and our commitment to support and help the people of this region as you strive to construct a new country.

Because it is you, the residents of Ninewa and Dohuk, who will, with your compatriots from across this land, construct the new Iraq – a federal, pluralistic, democratic, and unified Iraq, a country whose citizens enjoy fundamental liberties and growing prosperity.

That was the vision of Governor Kashmoula, the victim two weeks ago of a cowardly assassination. That is the aspiration of those who have carried on his legacy. To you, let me say this: we admire and respect you.

Your task is difficult, dangerous, and daunting. It will require compromise and cooperation, mutual trust and open communication, courage, and hard work.

We are here to listen and learn, to earn your trust and confidence, and to assist you on your path towards a strong, free and independent Iraq.

Thank you. Now, please raise the flag.
